Neighborhood Specialists

The Neighborhood Specialist will be responsible for coordinating and managing the full range of LCI-related activities in the City’s neighborhoods.

The Neighborhood Specialist must effectively perform within an “asset management” framework of activities, which include, but are not limited to the following:

• Work with fire prevention officials, LCI inspection staff, and other personnel to identify, catalog, and track problem properties.
• Coordination of the acquisition, demolition, property management, rehabilitation, disposition, etc. of assigned properties.
• Collaboration with housing developers, property managers and other real estate professionals.
• Collaboration with all City departments and state regulatory agencies.
• Establishment and maintenance of an ongoing relationship with block watch groups, neighborhood corporations, substation management teams, enterprise community neighborhood implementation committees, alderpersons, and other community groups to develop anti-blight strategies.
• Assistance in planning for the reuse of targeted properties consistent with factors which include, but are not limited to, neighborhood concerns, LCI objectives, abutting homeowner’s needs and all state and local land use restrictions.
• Monitor the condition and ensure the proper maintenance of all vacant properties.
• Development of marketing plans, public relations campaigns, and physical development plans for blight prevention.

Anti-Blight Summary

The Anti Blight Ordinance sets a minimum standard for property maintenance so as to assure that properties within the city be maintained. It also creates a standard for quality of life in New Haven.

Violations of the Ordinance
Violations of this ordinance are subject to a fine of up to one thousand dollars ($1,000.00) per day, depending on the severity of the violation, or the maximum amount otherwise authorized by state statutes or this Code, for each day the violation continues.

Resolution of Issues

Upon the failure, neglect or refusal of any owner so notified to correct, remove or abate such violations which are dangerous to the public health, safety or welfare within ten (10) calendar days after receipt of the written notice, the City may cause such abatement by city staff or an independent contractor engaged by the city of such violation(s) at the expense of the owner of the premises where such violation(s) exist.
