THE FAIR RENT COMMISSION, has an outlined process to submit your complaint online:

You may file a complaint with the Commission if...

  • Your landlord has proposed a rent increase; an increase you believe is excessive; so as to be harsh and unconscionable;
  • Your landlord wants to charge you additionally for utilities and/or other services when they were included in your rent.
  • Your apartment has unsafe and unhealthy housing conditions that violate the housing code, conditions you have asked the landlord to correct.

The complaint process is a four step,: (Sending an email to the Fair Rent Commission does not constitute an official complaint. Tenants need to use the official complaint form available in the section listed as, "Filing a Complaint", for the complaint to be officially filed with the Commission.)

  1. Filing of your complaint online and/or on the phone and/or at the Fair Rent Commission office
  2. Investigation by the Fair Rent staff
  3. An Informal (preliminary) Hearing, which is voluntary and if parties remain at an impasse, then a Public Hearing is held.
  4. A Public Hearing will be held with the Fair Rent Commission

After a Public Hearing, Commissioners make a determination based on State Statutes and City Ordinance.
