Municipal Separate Storm Sewer System (MS4)

The City of New Haven is regulated by DEEP under the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 General Permit). This general permit requires municipalities to take steps to keep the stormwater entering its storm sewer system clean before that stormwater enters surrounding waterbodies. The MS4 General Permit addresses water quality through six minimum control measures that the City must implement; Public Education and Outreach, Public Involvement/Participation, Illicit Discharge Detection and Elimination, Construction Site Stormwater Runoff Control, Post Construction Stormwater Management, and Pollution Prevention/Good Housekeeping. The City has developed a Stormwater Management Plan (posted below) to serve as a framework for implementing this permit.

The Annual Report outlines the actions and activities conducted by the City in accordance with this general permit.
