The Annex Neighborhood Plan is a participatory process to develop a vision, goals, and strategies to guide the future of the neighborhood. The plan will align local and citywide needs, improve the built environment and public space, and address historic inequities. Neighborhood planning is one of the next steps recommended by Vision 2034, New Haven's Comprehensive Plan, to engage neighbors in  developing a vision and plan tailored to their local needs. The Annex Plan will be the first in a series over the next ten years!

Background 

The Annex neighborhood of New Haven is located on the east side of the city along the border with East Haven.  

Many of the notable land-use trends found in the city as a whole are present in the Annex—I-95 splits the neighborhood in half, residential areas border Port industrial uses, three city parks are located in the neighborhood, two serving an important resilience role in the Special Flood Hazard Area, and there are three small neighborhood-scale commercial areas.  

There are a number of significant ongoing projects and initiatives active in the neighborhood in 2026: the Port Strategic Plan and several grant-funded Port sustainability projects, construction of the Shoreline Greenway, and negotiation of Community Environmental Benefit Agreements required by CTDEEP for permitting in the Port. Renovations to East Shore Park immediately to the south, and remediation of the 201 Russell brownfield directly to the north will also impact the neighborhood. Additionally, the Mill River – Imagine Next and Reconnecting Communities projects just across the river tackle similar issues to those faced by the Annex—connecting neighborhoods across highway infrastructure, reimagining formerly industrial areas as mixed-use, and prioritizing environmental justice through community-centered resilience projects like the Mill River Trail. The concentration of planning and project-based activity in the area creates a need for an overarching small area planning process that will align efforts and uplift resident priorities
