What is the Plan of Conservation and Development? 

A Plan of Conservation and Development (POCD), required by state statute to be updated every 10 years, is a blueprint of the city's vision for the future, and a policy guide for achieving planning goals. The POCD serves as a decision-making guide for residents, community leaders, and government officials in matters relating to land use, housing, transportation, sustainability, economic development, neighborhood planning, public investments, and capital improvement programs. The current POCD, Vision 2034, was adopted in fall 2025.
