Drawbridge Openings

Tomlinson Bridge, New Haven Harbor

 117.1 - Purpose, 117.4 - Definitions, 117.5 - When the Drawbridge Must Open. (It may take a while to load). 117.213 New Haven Harbor, Quinnipiac and Mill Rivers: The draws of the Tomlinson bridge, mile 0.0, the Ferry Street bridge, mile 0.7, and the Grand Avenue bridge, mile 1.3, across Quinnipiac River, and the Chapel Street bridge, mile 0.4 across Mill River, shall operate as follows:

(a) The draws shall open on signal; except as follows:

(1) From 7:30 a.m. to 8:30 a.m., noon to 12:15 p.m., 12:45 p.m. to 1 p.m., and 4:45 p.m. to 5:45 p.m., the draws need not be opened.

(2) From 9 p.m. to 5 a.m. from October 1 through April 30, the draw of the Ferry Street bridge, Quinnipiac River, shall open on signal, unless the drawtender is at the Grand Avenue or Chapel Street bridges. In this event, a delay of up to one hour may be expected.

(3) From 11 p.m. to 7 a.m., the draw of the Grand Avenue bridge, Quinnipiac River, shall open on signal if at least one hour notice is given to the drawtender at the Ferry Street bridge. In the event that the drawtender is at the Chapel Street bridge, a delay of up to an additional hour may be expected.

(4) From 9 p.m. to 5 a.m., the draw of the Chapel Street bridge, Mill River, shall open on signal if at least one hour notice is given to the drawtender at Ferry Street bridge. In the event that the drawtender is at the Grand Avenue bridge, a delay of up to an additional hour may be expected.

(b) Public vessels of the United States, state or local vessels used for public safety, commercial vessels and vessels in distress, shall notify the operator of the Tomlinson and the Ferry Street bridges and shall be passed through each of the bridges listed in this section as soon as possible at anytime.

(c) The sound signals for requesting the opening of each bridge are as follows:

(1) The Tomlinson bridge, two short blasts of a whistle or horn.

(2) The Ferry Street bridge, one short blast of a whistle or horn.

(3) The Grand Avenue bridge, one prolonged blast of a whistle or horn.

(4) The Chapel Street bridge, three short blasts of a whistle or horn.

(d) The drawtender shall acknowledge sound signals in the following manner:

(1) When the draw can be opened immediately, the same signal as the requesting signal.

(2) When the draw cannot be opened immediately, or is open and must close, the drawtender shall sound four short blasts of a whistle or horn, to be repeated until acknowledged by the vessel by the same signal.

(3) When the draw can be reopened, the drawtender shall sound the opening signal and open the draw if any vessels are waiting to pass.

(e) The following visual signal may be used in addition to sound signals for requesting the opening of each bridge when sound signals may not be heard. A white flag by day or a white light by night shall be swung in full circle at arm's length in full sight of the bridge and facing the draw.

(f) The drawtender shall acknowledge visual signals in the following manner:

(1) When the draw can be opened immediately, a white flag by day or a green light by night swung up and down vertically a number of times in full sight of the vessel.

(2) When the draw cannot be opened immediately, or is open and must close, a red flag by day or a red light by night, swung back and forth horizontally in full sight of the vessel, to be repeated until acknowledged by the vessel by the same signal.

Transportation Worker Identification Credential (TWIC™*)

The Transportation Worker Identification Credential, also known as TWIC®, is required by the Maritime Transportation Security Act for workers who need access to secure areas of the nation’s maritime facilities and vessels. TSA conducts a security threat assessment (background check) to determine a person’s eligibility and issues the credential. U.S. citizens and immigrants in certain immigration categories may apply for the credential. Most mariners licensed by the U.S. Coast Guard also require a credential. Regarding card usage and facility access requirements, please contact the U.S. Coast Guard.

 

  1. Complete the online application or you can complete the entire process in person at an application center.
  2. Schedule an appointment or call (855)-347-8371 weekdays, 8 AM to 10 PM E.T. Walk-ins are welcome but appointments take priority
  3. Visit a TWIC application center to:Provide required documentation, be fingerprinted and take a facial photo. Bring your current U.S. passport or a driver’s license and birth certificate. (See site for other acceptable documents)
    1. Pay a non-refundable fee valid for five years with a credit card, money order, company check or certified/cashier’s check
      1. New Applicant: $125.25
      2. New Applicant reduced rate: $105.25
      3. Replacement card: $60
    2. You can have your card mailed to your home address or you can pick it up at the application center. You can check your status online at any time.

*To be eligible for the reduced rate you must present a valid driver license with a hazardous materials endorsement, or a Free and Secure Trade card. Please note, if you select the reduced rate, your new TWIC card will be valid for five years from the chosen document’s issuance date.

  • You may apply if you are a U.S. citizen, lawful permanent resident, naturalized citizen or a nonimmigrant alien, asylee, or refugee who is in lawful status.
    • Applicants may be ineligible due to:
      • Incomplete or false application information
      • Disqualifying criminal offenses and factors

Marine Traffic

Marine Traffic uses AIS, Automatic Identification System, a system which all vessels over 1600 gross tons as well as commercial vessels under that size are required to have aboard the vessel. AIS shows vessels that are in port, have been in the port, or are expected to be in the port. It also shows the type of vessel being a cargo, container, pleasure, commercial, tug, fishing or passenger vessel, along with the name, the length, the flag state, where it is coming from or going to, and other info about the vessel.
